Purpose:

The Programme Manager is responsible for all aspects of specified programmes and related processes to meet Key Milestones as defined in the programme, within the defined SLAs, quality measures and criteria, reporting to clients against defined KPIs as required.

This person will ensure effective and collaborative relationships with defined clients and facilitate the successful definition and delivery of all activities required to successfully meet all elements of contract work in particular. Requirements, quality assurance measures and delivery approaches will be defined and agreed through appropriate PRINCE2 and MoR mechanisms, that are then delivered successfully by the appropriate functional areas, and project delivery.

A clear focus on risk, continual improvement and high quality delivery will require a person with excellent people management, Authority engagement, programme and process delivery skill and experience.

Key accountabilities:

  • Accountable for Governance, KPI management and Risk Management for defined programmes.

  • Accountable for the design and implementation of suitable solutions, processes, reporting and documentation that meets the requirements of clients. Leading the development and definition of:

  • programme documentation approach, templates and processes to create and maintain PRINCE2 compliant documents, or that meet the client’s requirements if specified, that provide comprehensive oversight over all activities, quality measures and outputs;

  • an effective process to identify, record and present accurate and realistic plans of all activities required to govern the delivery of the programme to meet the documented requirements;

  • an M_o_R compliant, effective and integrated process for all staff to take ownership of the identification, escalation, mitigation and review of risks, issues and opportunities for continual improvement relating to activities in their areas of responsibility;

  • continuous improvement opportunities are identified, delivered and presented in monthly client reports.

  • Accountable for the leadership of defined programmes through mobilising the workforce towards the implementation and delivery of services to provide visibility, understanding and confidence over the processes and required activities necessary to complete delivery, notably:

  • ensuring the implemented governance processes (above) are delivered as expected, on time and to the quality standards expected, or taking ownership over identifying dependencies and resolving issues and managing conflict as necessary where required;

  • all internal and external stakeholders are identified and engaged with clearly agreed and documented responsibility, accountability and escalation points for all activities, both within defined programmes and for all stakeholders contributing to the delivery;

  • providing organisation and leadership, either directly or indirectly, for all programme meetings and ensuring accurate minutes and actions are recorded, communicated and resolved;

  • the provision of accurate, timely and compliant MI that provides a useful and accurate view of the progress of activities against the milestones and KPIs.

  • Responsible for understanding the requirements of clients and internal stakeholders and demonstrating effective relationships and approaches that meet those needs.

  • Establish and maintain strategic relationships at a senior level across Pearson UK and client organisations.

  • Understand the environment and context in which clients operate.

  • Understand client business strategy as well as all current and future activities.

  • Plan and prioritise client delivery with a focus on providing ‘world-class’ customer service in a collaborative and co-operative manner.

  • Provide ongoing support in order to help clients make effective decisions that maximise the service, quality and reduce risk throughout the programme.

  • Responsible for liaising with all parties, both internally and externally, on a continuous basis and for ensuring a timely, optimal and efficient execution of the programme.

  • Responsible for the production of T level programme budgets at points identified by producing analysis of all financial costs relating to T level related activity. Responsible for the planning and monitoring of monthly budgetary spending within those targets;

  • Assisting colleagues within the wider team with their workload during peak times and any other reasonable activities as requested by the Director.

Key outcomes

  • Clients are confident in the ability of the team to deliver the required activities and are engaged with collaborative and positive relationships.

  • Comprehensive sets of governance processes and documentation are in place across all delivery activities that meet the PRINCE2 and M_o_R standards, and stakeholders understand and are engaged with them, such as risk and issues management used for mitigation, issue management and continual improvement.

  • Evidence of successful outcomes clearly shows that all activities for contracts have been completed to the required time, cost and quality targets.

  • All teams are prepared, confident and expert within their roles and provide effective delivery of all contract activities.

  • Management information is produced on time, meets the needs of stakeholders and accurately presents a clear picture or progress, risks and issues towards the programme outlines goals.

Monthly Performance Reporting against contract KPIs are created as required throughout the year.

Education, qualification & training:

  • Degree or equivalent qualification/experience.

  • Prince 2 Practitioner.

  • M_o_R Practitioner.

Essential previous experience:

  • Successful Experience in a similar high profile senior leadership role which includes accountability for high profile, high risk and high value work.

  • Experience with leadership and management of large teams for at least two years and able to demonstrate approach to successful people development and management.

  • Experience with the design and delivery of complex programmes and operational activities, to tight deadlines and stringent quality measures.

  • Experience of working flexibly, effectively and collaboratively as part of a wider programme of work and senior management team.

  • Experience of providing high quality customer service and managing Authority needs.

  • Strong organisational, planning and communication skills;

  • Excellent written and oral skills.

Desirable previous experience:

  • Experience of the education sector and the public sector
